Alabama Gulf of Mexico Energy Security Act Program (GOMESA) Request for Project Suggestions

The Alabama Department of Conservation and Natural Resources (ADCNR), State Lands Division (SLD) is accepting project suggestions for activities and programs to be funded through the Alabama Gulf of Mexico Energy Security Act Program.

The Gulf of Mexico Energy Security Act (GOMESA) was enacted by Congress in 2006 and significantly enhances Outer Continental Shelf (OCS) oil and gas leasing activities and revenue sharing in the Gulf of Mexico.

The GOMESA sets forth authorizes uses of proceeds for the following purposes:

a. Projects and activities for the purposes of coastal protection, including conservation, coastal restoration, hurricane protection, and infrastructure directly affected by coastal wetland losses;
b. Mitigation of damage to fish, wildlife, or natural resources;
c. Implementation of a federally approved marine, coastal, or comprehensive conservation management plan;
d. Mitigation of the impact of outer Continental Shelf activities through the funding of onshore infrastructure projects;
e. Planning assistance and the administrative costs of complying with this section.

The ADCNR is accepting project suggestions that meet the authorized uses listed above. Projects submitted to the Alabama Restoration Project Portal will also be considered for funding. While all submittals supporting GOMESA authorized uses will be considered in evaluating project suggestions, a focus area of this Request for Project Suggestions will be sanitary sewer and other associated water quality improvements.

HOW TO SUBMIT A PROJECT SUGGESTION:

Project suggestions can be submitted as detailed below by email*, hand delivery, overnight courier, or regular mail (however, due to recently experienced delays, the listed alternative delivery methods should be considered):

*Please note: Electronic submissions should be emailed in Portable Document Format (.pdf) to gomesa@dcnr.alabama.gov with “GOMESA Project Suggestion” in the subject line.

TO ENSURE SUFFICIENT TIME FOR REVIEW, PLEASE SUBMIT PROJECT SUGGESTIONS BY JULY 30, 2021, at 5 P.M. PROJECT SUGGESTIONS SUBMITTED AFTER THE JULY 30, 2021, DEADLINE WILL BE REVIEWED AS RECEIVED AND IF TIME PERMITS.

It shall be the sole responsibility of the submitting party to ensure actual receipt by the State Lands Division prior to this deadline. The ADCNR makes no guarantee that a project suggestion will be implemented.
